I think these are valid questions. We have similar issues that have yet to
be addressed with FlexBox by the CSS working group.

How is accessibility being addressed in CSS Grid Layout Module Level 1? I
did not find tabindex, focus or navigation (through the grid) mentioned in
the document, nor did I find any notes about accessibility. Does the PF
working group need to raise these issues or is CSS already working through
them now? If CSS knows how tab order is effected, it would be nice to have
a note about accessibility in the document for those of us concerned about
it but unaware of how it is being handled.
On the basis that tab order is dependent on DOM order, would the browser
rearrange the DOM and/or accessibility tree order based on the CSS grid
layout (as happens with flexbox)?
