PF Decision on CfC: Publish MAUR as W3C Note

Colleagues:

As we have received only responses in support, this CfC is agreed as a
consensus of PFWG with support from the HTML-A11Y TF. Publication of the
MAUR as a W3C note will now proceed.

Responses to the CfC are archived beginning at:

For PF: http://lists.w3.org/Archives/Public/public-pfwg/2015Oct/0049.html
For HTML-A11Y:	http://lists.w3.org/Archives/Public/public-html-a11y/2015Oct/0027.html

Thanks to all who participated over the years in creating this important
resource.
