I tested using same AT/browser combos on a different page:

If i arrowed through the content, the legend text was announced when it
recieved virtual focus.

If i tabbed to the radio buttons, the legend/feildset info was announced as
below for all browsers:

Which version of HTML do you use?  grouping
> HTML4  radio button  not checked
