PF Decision on CfC: Publish "ARIA D-Pub Roles" FPWD

The CfC below is confirmed as a consensus decision of the PFWG inasmuch as we have significant support for it beginning at:

We note that one of those messages also included comments on the current
draft which will be processed in due time according to customary comment
