[ARIA] Branch with role description property available for review

Hi all.

There was a lot of discussion about localized role description, and I
did my best to capture the consensus. I might have missed something.
Also, I didn't find any consensus on the name of this new property, so
for now, it's aria-roledescription. Branch and property can be found
