Closed issues with open actions

The following tracker issues are closed, but have open actions. This 
makes it a question of whether they should be migrated to the new 
trackers. I will default to migrating them, unless the actions get 
closed first. Please take a look and see if the actions could be closed 
so we don't need to migrate old issues:
