The suggested wording is a little confusing. The distinction between
background images and "visuals created in CSS" is not clear (background
images can be created entirely in CSS, e.g. using gradients), and it
doesn't explain why background images, but not other styles, are a problem
for high-contrast mode.

Maybe something more like:
