[ARIA] Proposal: aria-rowcount and aria-colcount only apply to tables or grids

Hi all.

Alex Surkov has questioned several times why the proposed aria-rowcount
and aria-colcount can be applied to elements other than table or grid,
such as the rowgroup or row. I vaguely recall someone (Rich?) having a
use case for this. But no one at today's ARIA call can come up with a
reason why. :)

Therefore, my proposal is that we limit aria-rowcount and aria-colcount
to tables or grids. Speak now, or forever hold your peace. :)
