That is just a placeholder, when it gets published it will have a dated reference like the previous WD version http://www.w3.org/TR/2012/WD-html-alt-techniques-20121025/

It is not intended that the WD be in the current URL, the URL and the XXX link is set by the W3C team when a publication date is decided
