ACTION-1436 Reviewed CSS Variables

I reviewed this document.  I don't think it has any significant A11Y
implications.  Obviously the variables can affect all aspects of a
document's stylesheet, but the A11Y issues with styles are well known and
this capability doesn't make them any worse.
