Suggest making PF issue tracker public

Is there any reason why the PF issue tracker is accessible to members only?

It apears counter to the PF consensus to work in public to have the issue
tracker member only.

Other working groups have publicly available issue trackers, the HTML WG
for example - http://www.w3.org/html/wg/tracker/issues
