Action 1377: Review of CSS Fragmentation Module Level 3

I reviewed the CSS Fragmentation Module Level 3 [1] spec per action 1377.  The spec deals with page breaks in complex content.  I did not see any issues for accessibility.  The hints provided for breaking could also be useful for chunking when zooming and as hints for other AT functions.  I suggest that when this spec is complete, WCAG look at it for possible techniques to enhance accessibility functionality.
