In row 5 we are talking about a menu bar with sub menus. When you exit the
menubar all popup menus would be closed and the menu bar would be in a
state such that no menus are open.

Hi, Rich. Few notes:
Row1. Phrase: "Menubar must a DOM parent of the menuitems or one defined by
aria-owns" not sound are part of specific scenario. It relates to all
scenarios so probably it makes sense to move it out of table.
Row3. "Should only be fired once until the menu is closed and opened again"
sounds excess because a menu can't be open twice without closing.
Row4. "EVENT_SYSTEM_MENUPOPUPEND once only for accessible menu object and
only if EVENT_SYSTEM_MENUPOPUPSTART was fired for it. Second part sounds
unnecessary because menupopup can't be hidden without being opening.
Row5. "All menus closed, and user moves focus away from menubar; menubar is
deactivated." What is propose of "all menus closed"? What if menus were
never be open?
