UAIG Testharness update (resending)

I updated the test harness to accurately reflect the changes for menu
events in the new UAIG last call draft. In the process some tests I marked
as invalid and not required for CR and I have added replacements. I
retested with FF and there are two defects related to a menu start and end
when entering and leaving the menu bar. Alex Surkov has a defect on these
and he thought they might be fixed some time next week.

Cynthia, James, It would be great if you were to test these on IE11 and
Safari respectively. These are tests 104-108.
