I also reviewed http://www.w3.org/TR/2013/WD-css-cascade-3-20130730/#initial6.
It looked good. It still allows for absolute sizes (such as px) but we are OK with that.
A nice feature is that user styles override author styles.

(Side note - if that means that flashing done via CSS can be switched off via user styles, then that may be interesting for WCAG. )
