Scope of aria-controls (Comment 416)

Sorry for a more general question.

I could not find an info on the inheritance of attribute-values of elements for owned elements.
Or more specifically:
>From the descriptions i understand, that the value set for aria-controls on, for instance, a menu also holds for the owned menuitems. 
Is this correct? 
If the menuitem has its own aria-controls attribute, does this overwrite the value from the menu or are the values combined?
