ARIA says:
"In addition to the prose documentation, the role taxonomy is provided  
in Web Ontology Language (OWL) [OWL], which is an implementation of  
Resource Description Framework (RDF) [RDF]."

It seems to me that neither OWL nor the role taxonomy is an  
implementation of RDF. Rather, they seem to be layered on top RDF and  
might be called 'applications' of RDF.
