APA Personalization TF CR messaging

Hi all,

Below is the updated draft of the WAI-Adapt announcement and news, with edits based on the new name, for your review. Note, that we will need to fill in the correct dates and update all changed URL’s when they are available. There is also a reference to our personalization-semantics GitHub repository that I have left as-is until we decide if it will change as well.

Note: This specification currently relies on the "data-" attribute as provided for in HTML 5, Sec. 3.2.6.6 and cannot advance beyond this stage using that attribute. APA has initiated the process for a permanent resolution that would allow this specification to advance to status. After that resolution has been agreed upon updated drafts will be published containing the newly agreed syntactic approach. Implementors are cautioned to expect this one time change in the coming months.
