I believe at this point, that is the working plan, although as our
Recommendation continues to mature, I *personally* can foresee a time when
we might consider merging the 3 modules into one single Recommendation.

As I recall, one of the reasons to break our work into 3 discrete modules
was based both on implementation activities underway, as well as the desire
to approach this work in more manageable "bite-sized" chunks.
