CFC - Action needed on requirements document

Hi Folks

Please look at

As per today's call we would like to publish it as the next WD (in TR
space) (See personalization-minutes)

Please look it over and see if you have any changes or objections.

Please respond by Thursday 24th September (2020) 3pm Boston time. No
response will be considered agreement with this action to publish it as
the next working draft.
