Issue #139

I made an attempt to close issue #139 <https://github.com/w3c/personalization-semantics/issues/139> - Update section 3.3 to refer to WCAG 2.1 reference.

I added a short paragraph before the Values table within the purpose section:

Where the same value exists in the WCAG 2.1 Input Purposes for User Interface Components <https://www.w3.org/TR/WCAG21/#input-purposes> values, this specification uses that definition.

However, we may want this to be an actual citation. If we make this an official citation, we need to add WCAG 2.1 to our References section but I couldn’t figure out how to accomplish that. 

The issue and action remain open.
