I made changes to the explainer based on the comments from the TAG. I added a paragraph at the end of the introduction to talk about possible implementation types. I will also add this into the wiki version.  I made other editorial edits —mostly punctuation.

The TAG made comments about the content module as well. I have not addressed those, yet.
