Update on

Hello,

This is to update you regarding hidden controls (originally essential
controls).  We reworked the SC text

and made personalization a technique that supports the portion stating "a
mechanism is available to make them persistently visible." As a result,
personalization becomes a technique that supports the SC but isn't required
for the SC to go forward.
