Personalization TF tracker has been created

Hi all,

Tracker has already been created for Personalization TF.

Created actions and issues will be found in 
(https://www.w3.org/WAI/APA/task-forces/personalization/track/).

We could use the trackbot to create actions and issues in IRC channel, 
tutorials can be found in (https://www.w3.org/2005/06/tracker/irc).
