Personalization TF Meeting Minutes 08/20/18

Hello everyone,

Note we will have a meeting next week on August 27th, but the week following on Sept 3rd we will not due to the Labor day holiday in the US.  Also note we need to be ready by October 1st in order to publish our Working drafts before TPAC.
