The task force has discussed whether we should do the semantics for personlization as a vocabulary. There are concerns about making implementations sometimes more difficult, but it will take time to gather evidence to see if the concerns can not be elegantly addressed as a vocabulary. In the mean time we need to move forward. The current consensus is to continue with the specification as a vocabulary for now, and ask the public at the next working draft and make the final decision by the working draft after that.
