Dear Tomoe,
yes, each directory has assigned a maintainer. See
https://github.com/perma-id/w3id.org?tab=readme-ov-file#creating-a-new-identifier

for the instructions on how to mint a new w3id.
Communications are done through pull requests. See the link above for a
pointer to an example.
