Re: New perma id pull requests

I merged your changes.  It seems to mostly be me or manu doing merges
and we've had a busy week.  We try to handle pull requests as soon as
we get a chance.  Usually it only takes a minute.  I thought more
people would assist in reviewing and merging but hasn't turned out
that way.  I don't have admin access so I can't even see who can do
merges.

Long term we'd like to have a self-serve system but that takes time
and resources and the apache method works well at the current small
scale.

The notification system is just whatever you have setup on github for
your pull requests.
