Proposal: Remove showOptOut from SPC

Hey all; I know we're not meeting at the WPWG until TPAC, so I wanted to
signal boost this issue via email:

Proposal: Remove showOptOut from SPC

From our metrics, nobody is passing showOptOut: true to SPC these days, but
we want to hear from the community - if you think this feature has value
and needs to be kept, we really need to know about it!
