SPC: From browser cache to FIDO/WebAuthn integration - A plan

Hey folks,

Wanted to share out a document I've been working on, which lays out
my thoughts around the path forward for SPC's interactions with
WebAuthn/FIDO. This is not an official plan from any perspective, but I
believe it to be mostly correct in terms of 'what needs to happen', and I
hope it can both inform folks and provoke some discussion.
