DECISION: Regarding Call for Consensus to publish Payment Request API 1.1 as a FPWD

Dear Web Payments Working Group,

In response to the 11 July Call for Consensus [1] to publish Payment
Request API 1.1 as a First Public Working Draft, 5 Working Group
participants and a further 2 Invited Experts supported the proposal.
There were no Formal Objections.

The Chairs hereby record a decision that the proposal carries. The
next step will be to send a transition request to the Director to
publish the document.
