We should also consider the higher friction scenario where Payment Handlers can bring additional improvements: the guest checkout scenario. 
A User is entering their card for the first time at this merchant, so it's not yet 'on file'/tokenized. Here the risk to merchant as well as the user friction is high. The user may also even be registering with this merchant for the first time. If they have a WebAuthn credential that they have setup with their bank, the risk can be mitigated with a better user experience during the 3DS process,
