New list: public-webpayments-specs@w3.org to mirror spec repo notifications

Dear WG,

Notifications from the group’s spec repository on GitHub [1] are now mirrored on
public-webpayments-specs@w3.org.

I have subscribed the entire WG. If you do not wish to receive the notifications there, you can filter
it out locally, or ask me to remove you.

If you are already receiving notifications by watching the GitHub repo with your
GitHub account, then you can, for example, unwatch the repo.
