[patwg] CfC: Privacy Preserving Attribution renamed to Attribution (#50)

AramZS has just created a new issue for https://github.com/w3c/patwg:

== CfC: Privacy Preserving Attribution renamed to Attribution ==
We want to verify with the larger group that we have consensus on the decision that we achieved consensus on in the June Face-to-face meeting: that we will rename the Privacy Preserving Attribution document to Attribution.

Context is available in the minutes, but a basic summary is that the current stance of the W3C with the adoption of the [privacy principles](https://www.w3.org/TR/privacy-principles/) is that "Privacy is an essential part of the web" and therefore all specifications should be assumed private under the principles and keeping privacy in the name is duplicative.

This ticket will close with assumed consensus in two weeks unless there is an objection to review. Target date to close: July 21.
