@dmarti I don't understand what you mean by fraud reporting, or even "stealing" conversions. Nothing in PPA keeps entities from applying their own integrity measurements to impressions or reports of conversions. There's details, and maybe the result isn't attainable, but I'm not quite sure what the exact weakness you are pointing to is. ADMaP is not really solving the same problem as is.

There's no reason you couldn't present a draft proposal that uses the kind of multiparty credential matching that ADMaP does, but there's lots of privacy issues with this kind of proposal. You really do need to do a lot of work to show that this avoids becoming a tracking vector by e.g. linking multiple impressions from the same ad network across sites, or presenting an identifier to where the final event happens that was used all along. These aren't insurmountable problems, but I don't see why PPA adoption should be halted because another proposal that isn't ready yet is around.

Adoption doesn't mean that the proposal will go out as is: it can still change significantly.
