@martinthomson Yes, the other outstanding problem is concentration/centralization risks. A large platform company that is the recipient of lots of off-web surveillance data would be an ideal position to benefit from "stealing" attributions -- and, although a platform company would likely not do attribution stealing deliberately, an ML system trained to maximize PPA results would "learn" to do attribution stealing in a way that would be hard to figure out from the outside without a usable fraud reporting feature.
