[meetings] Agenda Request - Delegation options for PPA (#199)

benjaminsavage has just created a new issue for https://github.com/patcg/meetings:

## Agenda+: Delegation options for PPA

There are a number of issues filed against the PPA spec on the topic of delegation. I'm particularly excited to discuss a proposal I filed for how to do so efficiently in browsers with limited privacy budgets: https://github.com/patcg/ppa-api/issues/38

1. This would only require a single deduction from the advertiser's privacy, no matter how many ad-tech vendors the site wants to work with.
2. Each ad-tech vendor could prepare an attribution report for the advertiser that only contained information about conversions attributed to ads served by said ad-tech vendor.
3. These attribution reports would not double-count conversions. Each conversion would be attributed to just one ad-tech vendor.
4. This would enable the advertiser to get a simple view of their X-Publisher conversions, by simply concatenating all of the attribution reports from all of the ad-tech vendors where they buy ads.

## Time

Overall, I think we need at least an hour, as delegation is aa large and complex topic.

There are a few related issues, like how to do this without JavaScript:
- https://github.com/patcg/ppa-api/issues/48

There's an umbrella issue for Delegation all up:

There's discussions of the alternative approach we discussed at TPAC, where each advertiser sit must delegate a portion of their privacy budget to each ad-tech:

And an issue about the complicated issues that arise with that approach:
