I don't fully understand this PR. Are we saying that the result of the WG should _produce_ an open and standardized protocol, or that it should _support_ an open and standardized protocol apart from whatever features the WG specifies.
If it is the former, isn't this already built into the text ("The Working Group will specify..."), and if it is the latter, I think it could potentially be overly restrictive.
