If the proposal needs the user's favourite colour as input data, and web browsers capture favourite colour from users, then the Working Group charter would result in the members of the group that are web browsers having licenced favourite colour data they capture on FRAND terms to any party that wishes to implement the proposals that require favourite colour as input data. Therefore the answer depends on each proposals.
