"Cannot be linked to a specific individual" is not enough. Any widely available system will be used by adversaries to carry out attacks on users ([Microtargeting as Information Warfare](https://cyberdefensereview.army.mil/CDR-Content/Articles/Article-View/Article/2537110/microtargeting-as-information-warfare/)) not just by legit advertisers making win-win offers. Group size will have to depend on adversary's capabilities and goals.
