[patwg-charter] CR, REC, and timeframe (#39)

plehegar has just created a new issue for https://github.com/patcg/patwg-charter:

Current [draft charter](https://patcg.github.io/patwg-charter/charter.html) says:

The Working Group intends to publish the latest state of their work as Candidate Recommendation (with Snapshots) and does not intend to advance their documents further.
]]

It could have 2 meanings:
1- the Working Group expects not to reach REC within the 2 years timeframe but may do so in future charters
2- the Working Group is not interested in getting endorsement of W3C on its specifications altogether.

1 seems fine but a clarification on the charter would be good to make the intent clearer (eg add "in this charter period" to the current sentence).

2 seems problematic since Proposed Recommendation is the maturity stage at which specs go for AC review, and you anticipate many different specs in this group, it would be good to provide that opportunity for AC input.

Can we get clarity on the intent for this draft charter?
