The [W3C Process](https://www.w3.org/Consortium/Process/Drafts/#meeting-recording) is that meetings can only be recorded if everyone involved agrees. Both the Web-Adv BG and the FLEDGE WICG meetings had the whether-to-record discussions, and all ended up _not_ recording interactive discussion (though sometimes recording prepared presentations and stopping at Q&A time).
