It doesn't look like we can directly copy the IETF policy for Internet Drafts.  [rfc-editor.org/rfc/rfc8179.txt](https://www.rfc-editor.org/rfc/rfc8179.txt), "Intellectual Property Rights in IETF Technology", covers "any statement made within the context of an IETF activity, in each case that is intended to affect the IETF Standards Process or that is related to the activity of an Alternate Stream that has adopted this policy" which is much broader than the [W3C Community Contributor License Agreement (CLA) | Community and Business Groups](https://www.w3.org/community/about/process/cla/) which covers "any original work of authorship, including any modifications or additions to an existing work, that I intentionally submit for inclusion in the Specification, and which Contribution is actually included in the Specification." Not every repo that gets moved into the W3C org is necessarily going to fall under that. The way things are set up there is going to need to be more gatekeeping than just a spam filter.
