P3P1.1 generic attribute URI example without fragment

Section 2.5 of http://www.w3.org/TR/P3P11/
states that "The P3P generic attribute takes a URI of a valid P3P 1.1
policy as its value. The P3P generic attribute MUST NOT reference a P3P
Policy Reference File."

The example below gives the URI as http://example.com/p3p-pol3.xml

Shouldn't there be a fragment in that URI, e.g. shouldn't it resemble
http://example.com/p3p-pols.xml#pol3 ?  If not, which POLICY in the
p3p-pol3.xml file POLICIES element is referenced?  Is there an assumption
that if there is no fragment identifier, the first policy in the policy
file is used?  Or is something else being referenced by that URI?
