Section 2.5 of http://www.w3.org/TR/P3P11/ states that "The P3P generic attribute takes a URI of a valid P3P 1.1 policy as its value. The P3P generic attribute MUST NOT reference a P3P Policy Reference File." The example below gives the URI as http://example.com/p3p-pol3.xml Shouldn't there be a fragment in that URI, e.g. shouldn't it resemble http://example.com/p3p-pols.xml#pol3 ? If not, which POLICY in the p3p-pol3.xml file POLICIES element is referenced? Is there an assumption that if there is no fragment identifier, the first policy in the policy file is used?
