Pre-Draft for review

Dear all, 

I completely forgot the publishing moratorium of W3C starting tomorrow 
until 5 December. 

So I installed a pre-Draft in the P3P Directory at 
http://www.w3.org/P3P/2004/WD-P3P11-20041119.html

Please have a look at it and collect issues in Bugzilla. 

I'm out for paternaty leave until the end of December, but I read email 
from time to time.
