I'm stuck. I can't see usefulness of list of 20-30 sentences the purport to
cover most primary purposes.
My proposal is to allow Primary Purpose to include a free-form text field.
Alternative:  Rely on Consequence + Categories
Purpose of the attached chart, however, is to provide a vocabulary for
machine-readable statements that get to the material details of the
user-to-site dynamic, e.g.:
