owl2 xml schema

I updated the OWL 2 namespace document 

    http://www.w3.org/ns/owl2-xml/

to include, also, a pointer to a static snapshot I just made:

    http://www.w3.org/2009/09/owl2-xml.xsd

which I made by taking what the wiki gives me, taking out the <pre>
wrapper, and turning the &amp;'s into &.

I suggest we change the example using live-from-wiki to use the 2009/09
static version.
