I assume the joke is the idea that we wouldn't use HTML for our specs.

The substance here, yes, is about CURIEs.  Accordning to the CURIE draft
[1], it's actually produced by a joint task force of the Semantic Web
Best Practices and Deployment Working Group and XHTML 2 Working Group.
Note the "X" -- the XHTML 2 Working Group is not the same as the HTML
Working Group.  (I'm not sure who exactly reads the www-html-editor, the
mailing list where comments are supposed to go, but presumably it
includes the relavant people.)
