In the RDF-Based Semantics, I have replaced my EdNotes on owl:rational and
owl:dateTime by the respective "At Risk" notes given in the Syntax document.
I'm not sure if non-LC working drafts should contain such "At Risk" notes,
but it probably doesn't hurt.

I haven't included the note on XMLLiteral, since it would be invalid for OWL
2 Full: OWL 2 Full inherits this datatype from RDF, anyway. 

I haven't included the note on "xsd:decimal precision", since it would be
redundant in OWL 2 Full: The RDF-Based Semantics document does not make any
assumptions about the lexical space of this datatype. So nothing will have
to be changed, whatever the outcome for xsd:decimal will be in the end.
