RDF-Based Semantics: Changed "URI" to "IRI"

Hi!

I want to inform the WG that the RDF-Based Semantics has now followed the
rest of the OWL 2 specification (for example the Structural Spec), by
changing all references to the term "URI" into "IRI" according to RFC 3987.

I want to state that this is a deviation from the terminology used in the
RDF Semantics, which used the term "URI" according to RFC 2396
("ASCII-URIs"). I wanted to avoid such terminological deviations, whenever
possible. But with the rest of the OWL 2 spec having explicitly changed to
IRIs, I see no justification for keeping with the old term "URI" anymore.
Since all URIs are IRIs, there is at least no technical compatibility
problem with this change. 

I have made this change explicit both in the "Introduction" section and in
the "Differences to OWL Full" appendix of the RDF-Based Semantics.
